The National Hurricane Center issued a tropical storm warning Thursday from Cape Fear, N.C., to Fenwick Island, Del.

The North Carolina Albemarle and Pamlico Sounds, the Tidal Potomac River south of Cobb Island, and Chesapeake Bay south of North Beach are examples.

Another storm surge watch was in force from north of Wilmington, N.C., to the Potomac River south of the Delaware line in Virginia.

North Carolina and Virginia are predicted to receive 3 to 5 inches of rain through Saturday, with some places receiving 7 inches.

The Mid-Atlantic and southern New England could see 2 to 4 inches of rain from late Friday to Sunday, causing isolated urban and minor stream flooding

Forecasters warned a storm surge peaking with high tide could flood Surf City, N.C., to Chincoteague, Va., by 2 to 4 feet.

As it tracks north, the NHC warned "the center of the cyclone is expected to approach the coast of North Carolina within the warning area Friday night and Saturday.

NHC calls it "Potential Tropical Cyclone 16," which moved north at 7 mph Thursday night and is anticipated to move northwest-north Friday.
